Some residents expressed their desire to build a community garden or a park here, but Agnes Rivera believes JPMorgan Chase would rather leave it empty. "They're using it to just keep it there and collect revenue for themselves," said Rivera, cochair of the board of Community Voices Heard, an organization of low-income people, predominantly women on welfare, who work to improve their communities. Robinson, while expressing the same belief as Rivera, used economics to explain what he calls a morality issue. "They're sleeping on subways. "If we take spaces like this and liberate it, folks are happy to sleep in tents because it keeps them away from the elements."
